About the project

DEKA Lisi is a residential complex at 36 Avtandil Varazi Street in Tbilisi, a four-minute walk from Lisi Lake and ten to fifteen minutes by car from Vake and Saburtalo. It is built by DEKA, a joint venture of GTC Holding and Anagi that has developed residential complexes in Tbilisi since 2018, and the whole project is financed by TBC Bank.

The site covers 17,173 m², and 58% of it is given to recreation rather than buildings: 10,000 m² with a 20-metre swimming pool, a fitness centre, a padel court, basketball and football courts, a children's play area, walking areas and bicycle and running paths. A co-working space, a pharmacy, dining, concierge service and round-the-clock security complete the shared side, and a premium AgroHub supermarket is planned.

The three blocks of ten and eleven floors hold 460 apartments, with one- to three-bedroom layouts and three penthouses, and no studios. Ceilings are three metres. Construction uses Austrian Doka formwork, the façade is insulated with mineral wool, the windows are ASAS aluminium double glazing with a thermal break, and the lifts are OTIS. A backup generator serves the common areas, and a two-level car park holds 233 cars. Apartments are handed over in green frame: partitions plastered, screed laid, underfloor heating pipes, gas, water and drainage brought in, meters fitted and the balcony finished.

Block 1 is ready for interior works from the end of September 2026, Blocks 2 and 3 follow in July 2027, and the whole project with its infrastructure completes in December 2027. TBC Bank offers foreign buyers a simplified mortgage.

About Tbilisi

Georgia's capital — old-town heritage meets a year-round rental market.

Tbilisi is Georgia's capital and largest city, home to roughly 1.2 million people on the banks of the Mtkvari river — the country's seat of government, its business and tourism hub, and a fast-maturing property market. Unlike the seasonal Black Sea coast, Tbilisi runs on year-round demand: a deep long-let market fed by expatriates, students, a relocation wave since 2022 and a large digital-nomad community, plus a busy Airbnb scene concentrated in the historic Old Town. For foreign buyers the terms mirror the rest of Georgia — 100% freehold ownership for any nationality, no residency requirement to buy, fast title registration and a flat 5% tax on residential rental income. Prices average roughly USD 1,300–1,500 per m² citywide, with prime districts well above that, and a qualifying purchase from USD 150,000 opens a renewable residence permit. Tbilisi International Airport connects the city non-stop to dozens of destinations across Europe, the Middle East and Asia.
