Dubai Property for Saudi Investors: GCC Ownership Rights & How to Buy (2026)

Saudi nationals — and all GCC citizens — can own property anywhere in Dubai, on the same footing as UAE nationals, under Article 4 of Dubai Law No. 7 of 2006. This is the decisive difference from every other foreign buyer: non-GCC nationals are confined to Dubai’s designated freehold zones, while a Saudi buyer is not. Where Saudis can buy: the GCC exception

Most foreign nationals may own freehold only inside Dubai’s designated areas. Article 4 places Saudi and GCC nationals in the same category as UAE nationals — free to own in any part of the emirate. In practice most Saudi buyers still choose the established investment communities for liquidity and yield, but the legal right is broader than for any non-GCC investor. Visa-free entry and a weekend-home market

A Saudi national enters the UAE visa-free on a national ID card. With Dubai roughly a short flight or a drive from the Eastern Province, that makes a Dubai apartment a practical weekend-and-summer home as well as an investment — viewings and signings can happen on an ordinary trip, with no entry-visa process.

Costs and yields

Buying off-plan directly from the developer carries total closing costs of roughly 4–5% of the price (4% DLD fee registered as the Oqood, plus a developer admin fee; no broker, trustee or NOC fees on a direct purchase). Ready/secondary purchases run higher (~6–8%). Golden Residency

Although GCC nationals already have residence flexibility, a Dubai property valued at AED 2 million or more still qualifies for the 10-year Golden Residency for the owner and family. Since the DLD removed the minimum-payment requirement in January 2024, off-plan and mortgaged purchases qualify at the DLD-certified value (a February 2026 federal circular reiterating this is reported but unconfirmed in primary sources).
