Bali Area by Area for Buyers: Canggu, Pererenan, Seminyak, Uluwatu, Ubud, Sanur, Nusa Dua, Jimbaran

Anta Oasis, a project in Bali

Most of the areas in this guide are in one regency, Badung: Canggu, Berawa and Pererenan on the south-west coast, Seminyak a little further south, and Uluwatu, Jimbaran and Nusa Dua on and around the Bukit Peninsula. Ubud is inland in Gianyar, Sanur is on the east coast in the city of Denpasar, and Tabanan is the largely agricultural regency west of Badung. The regency matters more than it sounds, because each one sets its own acquisition duty and land-tax figures, and the planning rules of 2025 and 2026 bite hardest where villas meet farmland.

What this guide does not contain is a price per square metre, an occupancy rate or a yield for any area. No index tracks Bali villa prices, occupancy or yields, and agency listing prices are not market data. Anyone quoting you “Canggu yields” is quoting a sales sheet.

So the comparison below rests on geography, access, infrastructure and the regulatory points that apply to each area, as of October 2026.

How to read Bali’s map as a buyer

Three things cut across every area. First, a 2024 moratorium decree named Denpasar, Badung, Gianyar, Tabanan and Nusa Penida, closing new applications for hotels, villas, restaurants, bars and beach clubs in the national licensing system for two years from October 2024. Those two years run out in October 2026, so ask whether it is still being applied. Second, the province-wide rules on productive land: in September 2025 the governor announced a halt on new commercial development on productive land and in water-catchment areas, and Perda 4/2026, signed in February 2026, restricts converting farmland to commercial use. Third, transport. Bali has one operating toll road, the Bali Mandara toll road around the airport and Nusa Dua, and no urban rail under construction.

The international airport, Ngurah Rai, sits at Tuban just north of Jimbaran and handled 22.1 million passengers from January to November 2025, about 63% of them international. A north Bali airport has been discussed for years, but as of 2026 no site has been formally designated and no construction has started.

Area Regency or city Setting Point to check
Canggu and Berawa Badung South-west coast, about 10 km of beach Traffic on the main roads; former rice fields
Pererenan Badung Coast west of Canggu Farmland-conversion limits on rice-field plots
Seminyak Badung West coast north of Kuta and Legian Mixed tourist and residential area
Uluwatu, Bingin, Ungasan Badung Limestone cliffs of the Bukit Peninsula Coastal and protected land; demolitions at Bingin in 2025
Jimbaran Badung Coast just south of the airport Airport proximity
Nusa Dua Badung Gated resort enclave of about 350 ha Managed estate; toll-road access
Sanur Denpasar East-coast beach area Special Economic Zone status of a specific building
Ubud Gianyar Inland, surrounded by farms and rice paddies Zoning of agricultural land; no toll road
Tabanan Tabanan Largely agricultural regency west of Badung Farmland rules; the unbuilt west Bali toll road

Canggu, Berawa and Pererenan: the south-west coast

Canggu is a coastal village with a beach of about 10 km on Bali’s south-west coast, in the North Kuta district of Badung. It was once surrounded by rice fields and has been one of Bali’s most popular destinations since the early 2020s. Batu Bolong has many of its bars and restaurants, and Echo Beach is its westernmost beach, just before Pererenan.

The area is under strain. Jalan Raya Canggu and the one-way Canggu to Berawa “shortcut” are notoriously congested, and local roads, drainage and waste systems have not kept pace with tourism. A rail line from the airport through Kuta, Seminyak and Berawa to Cemagi exists as a plan only, with no investor or construction as of January 2026. If you are buying here, drive the route from the villa to the places you will actually go, at the hour you will go there.

Berawa is part of the greater Canggu area, joined to it by that congested shortcut, and is named as a station area on the unbuilt Cemagi line. Pererenan lies directly west of Canggu beyond Echo Beach. For a buyer, both are part of the Canggu coast.

The planning point for this stretch is the farmland. Canggu grew on rice fields, and plots that are still productive land are exactly what Perda 4/2026 restricts converting to commercial use. A rice-field view and a lawful villa permit are two separate questions. Our zoning guide explains how to check.

Seminyak

Seminyak is a kelurahan, an urban village, in the Kuta district of Badung, on the west coast just north of Kuta and Legian. It is a mixed tourist and residential area known for high-end shopping, restaurants, spas and hotels, and popular with expatriates. It is also on the planned airport to Cemagi rail route, which, like the rest of Bali’s rail plans, has no investor as of early 2026.

If you are buying an existing villa here rather than a plot, the land questions shift from “can this rice field take a villa” to “does this existing building have its approvals”. For a built villa, ask for the building approval (PBG, or an older IMB that is still valid) and the certificate of function (SLF), and check that both match what is standing there.

Uluwatu and the Bukit: Pecatu, Bingin and Ungasan

Uluwatu is in Pecatu village, South Kuta district, Badung, at the south-western tip of the Bukit Peninsula. Uluwatu Temple stands on a clifftop about 70 metres above the sea. The area is known for its surf breaks and for resorts and villas along the limestone cliffs, and environmental pressure, traffic and large-scale construction are growing concerns.

Bingin, also in Pecatu, is the clearest example of enforcement so far. On 21 July 2025, Bali and Badung authorities began demolishing 48 structures there, including villas, homestays and restaurants, built without permits on protected or state coastal land. For anyone looking at clifftop or beachfront land on the Bukit, the lesson is direct: confirm the land’s status and the permits at the land office and with the regional government, not with the seller.

Ungasan, also on the Bukit, calls for the same checks on any clifftop or coastal plot.

Jimbaran and Nusa Dua

Jimbaran is a coastal fishing community and holiday destination in South Kuta, Badung, just south of Ngurah Rai airport on the neck of the Bukit Peninsula. It is known for beachfront seafood stalls and several luxury hotels. The airport, at Tuban, is immediately to its north.

Nusa Dua is a gated resort enclave in Benoa, South Kuta, about 22 km from Denpasar. It was built from the 1970s, covers about 350 hectares with more than 20 resorts, and its core is managed by ITDC, now the InJourney Tourism Development Corporation. The Bali Mandara toll road links it with the airport and Benoa: 12.7 km, mostly over the sea, opened on 23 September 2013 and operated by PT Jasamarga Bali Tol. It is the only operating toll road in Bali.

A planned airport to Jimbaran and Nusa Dua rail phase sits in the same position as the others: on paper, waiting for an investor.

Sanur

Sanur is an east-coast beach area east of Denpasar, about 30 minutes by car from Ngurah Rai, and is Bali’s oldest beach-tourism destination. Its recent change is institutional. The Sanur Special Economic Zone (KEK Sanur), focused on health and tourism, was inaugurated by President Prabowo on 25 June 2025 together with Bali International Hospital, designed with Mayo Clinic involvement and run by Pertamina Bina Medika-IHC.

There is a legal angle here too. Special Economic Zones are one of the zone types to which Indonesian law ties foreign strata ownership of apartments. Even so, do not assume a building qualifies because of its address. Ask the developer’s notary to confirm it in writing. Our ownership guide explains strata title.

Ubud and Tabanan: inland and the rice country

Ubud is a town in Ubud District, Gianyar Regency, with 74,800 residents at the 2020 census. It is promoted as an arts and culture centre, is surrounded by farms, rice paddies and agroforestry, and is home to the Ubud Monkey Forest and the Puri Saren Agung palace. Its economy depends on tourism, with over three million foreign visitors a year. There is no toll road inland, and a Renon to Sukawati to Ubud rail phase exists only on paper.

Tabanan is the regency west of Badung: 839 km², 478,390 residents in 2024, largely agricultural and nicknamed the “paddy barn region”. Its coastline runs from Nyanyi Beach to Selabih Beach, it has Tanah Lot temple, and the Jatiluwih rice terraces are part of the subak cultural landscape inscribed by UNESCO in 2012. The planned Gilimanuk to Mengwi toll road through Tabanan has not been built. In 2026 the government was restructuring it as a public-private partnership with a shorter toll section, targeting an investor tender at the end of 2026 and operation in 2031.

In both places, the farmland rules are the first filter. Land that is productive farmland falls under Perda 4/2026, and the halt the governor announced in September 2025 covered productive land and water-catchment areas. An inland plot surrounded by paddies may be exactly what the rules now protect from conversion.

What to check before choosing an area

  • The regency, because acquisition duty (BPHTB) and land tax (PBB) figures are set there. Ask the notary for the local rates.
  • The zone of the specific plot, not the area. A coastal or rice-field plot can sit in a zone where a villa is not allowed.
  • For coastal and clifftop land, whether any part is protected or state land, given the Bingin demolitions.
  • For a built villa, the PBG or valid IMB and the SLF, matched to the building.
  • For an apartment in Sanur or anywhere else, written confirmation that the building qualifies for foreign strata ownership.
  • The journey times you will live with, driven at the hours that matter, rather than distances on a map. Transport projects that are not under construction should not enter your decision.

The rental side of the decision is in renting out a villa in Bali legally, and the wider numbers in Bali’s property market in 2026. You can browse our Bali listings, and our Indonesia page explains how we work.
