About the project

Tbilisi Waterfront — a new master-planned community by Eagle Hills, carrying the tagline “A New Story Begins on the Banks of the Kura” — rises along the Kura River in Tbilisi, Georgia, beside Krtsanisi Park, a preserved floodplain-forest nature sanctuary. This is not a single tower but an entire riverside city: branded apartments, townhouses and villas set around 10 km of waterfront, a vibrant town center, premium hotels, and hundreds of hectares of protected open space.

The masterplan spans 590 hectares and is designed to grow into a complete destination — roughly 3,500 apartments (one to three bedrooms), 2,800 single-family homes as townhouses and villas, a town center with 200 retail and F&B units, 450 hotel keys with branded residences, and 310 hectares of open space. Residents share a waterfront promenade, premium hotels, arts & entertainment, spa & wellness, restaurants & bars, luxury shopping and a run of exclusive amenities, all wrapped in the security and stability of a planned community.

The apartments line, branded Riverside Residences, opens the community. One-bedroom apartments start from $115,000, two-bedrooms from $175,000 and three-bedrooms from $260,000. The townhouses follow: three-bedroom homes from $350,000 (averaging around $363,000, up to $387,000) and four-bedroom homes from $499,000 (averaging around $537,000, up to $545,000). The villa collection runs from $559,000 for a small villa (averaging around $600,000, up to $680,000), through medium villas from $633,000 (averaging around $770,000, up to $820,000), to large villas from $1,120,000 (averaging around $1,188,000, up to $1,250,000).

The community is developed by Eagle Hills, the Abu Dhabi–based private real-estate developer founded and chaired by Mohamed Alabbar. Alabbar is also the founder of Emaar Properties — Dubai’s largest developer and the company behind the Burj Khalifa, the world’s tallest building. Eagle Hills carries that pedigree into iconic waterfront master-communities internationally, from Croatia to Morocco, and in Georgia its two flagships are Gonio Yachts & Marina on the Black Sea coast and Tbilisi Waterfront on the Kura.

The setting pairs city access with nature. Tbilisi Waterfront sits about 25 minutes from downtown Tbilisi and 20 minutes from Tbilisi International Airport, on the banks of the Kura beside the protected Krtsanisi Park. Georgia places no restriction on foreign ownership — foreign nationals may own property freehold, on the same terms as Georgian citizens.

The community launches in January 2026, with handover scheduled for Q2 2029. A staged payment plan spreads the apartment purchase across the build: 10% on booking, 10% in December 2026, 10% in June 2027, 10% in December 2027, and the remaining 60% on handover in June 2029.
