An old military and dockyard town on the Thames, now on the Elizabeth line and still rebuilding itself.

Woolwich

Woolwich is a riverside town in south east London, in the Royal Borough of Greenwich, with more than a mile and a half of frontage on the south bank of the Thames. For centuries it belonged to the Crown: Henry VIII founded a royal dockyard here in 1512, and the munitions works next to it became the Royal Arsenal in 1805. The Arsenal was a closed military site for most of its life. Today its brick workshops and gun foundries have been restored as flats, offices and an arts venue, and new apartment buildings fill the land between them and the river at Royal Arsenal Riverside. Up the hill, the long Georgian front of the Royal Artillery Barracks faces Woolwich Common. The town centre around General Gordon Square and Powis Street is in the middle of its own overhaul. What changed Woolwich most was the arrival of the Elizabeth line in 2022: the station sits inside the Royal Arsenal, and trains reach Canary Wharf in about 8 minutes and Liverpool Street in about 15. The DLR, Southeastern trains, Thames river buses and the free Woolwich Ferry fill in the rest.

CONNECTIVITY

Where Woolwich sits.

The A206 runs along the river through the middle of Woolwich, west towards Charlton and Greenwich and east towards Plumstead and Thamesmead. The South Circular (A205) begins just south of the ferry terminal and loops round south London to Chiswick. The Woolwich Ferry is free for cars, cyclists and people on foot and carries them across to North Woolwich, where the North Circular begins, so the two ring roads meet here across the Thames. A foot tunnel under the river is open at all times. Most residents of the Royal Arsenal use the trains rather than a car.

THE DATA

The numbers. No fluff.

Woolwich has been rebuilding itself for about twenty-five years, and the Elizabeth line made it a real choice for people who work in Canary Wharf and the City. The buyers tend to be young professionals, couples moving out of more expensive inner London, and overseas buyers who want a new-build flat with a concierge, gym and pool close to fast trains. Most new homes are at Royal Arsenal Riverside, Berkeley's long-running scheme around the old arsenal buildings, where flats are sold on 999-year leases with a peppercorn ground rent. More is planned in the town centre: Woolwich Exchange on Spray Street was approved in 2021 for about 800 homes, with a cinema in the listed 1930s covered market, which has yet to be built. A foreign national can buy in their own name without permission. A buyer who is not UK resident pays Stamp Duty Land Tax with a 2% surcharge, and 5% more on top if they already own a home anywhere in the world. London prices as a whole fell over the year to mid-2026 and buyers have been taking their time, especially with off-plan homes.

IS IT RIGHT FOR YOU?

Who Woolwich suits best.

A strong fit if you're…
  • People working in Canary Wharf or the City: the Elizabeth line reaches Canary Wharf in about 8 minutes and Liverpool Street in about 15
  • Buyers who want a new flat with facilities: the Royal Arsenal has a residents' club with a pool, concierge, a riverside walk, a park and shops on site
  • Frequent flyers: London City Airport is a few minutes away on the DLR, and Heathrow is on the same Elizabeth line, a little under an hour away
Look elsewhere if you want…
  • The town centre is still a work in progress: the shopping streets are ordinary and Woolwich has no cinema for now, so judge the area by what is built, not by plans
  • Off-plan buyers should check completion dates and the lease: the price is agreed at exchange, completion can be years away, and a lender values the flat again at completion

GOOD TO KNOW

Common questions about Woolwich.

Can a foreign national buy a flat in Woolwich?+

Yes. There is no legal restriction on foreign nationals buying a home in England in their own name, and no permission is needed. Flats in England are almost always sold leasehold: you own the flat for the length of the lease. At Royal Arsenal Riverside the leases run for 999 years, and new leases granted since 30 June 2022 generally carry only a peppercorn ground rent, in practice nothing. If you buy through a company registered outside the UK, the company must first be registered on the Register of Overseas Entities at Companies House.

How long does it take to get from Woolwich to central London, Canary Wharf and Heathrow?+

From Woolwich station on the Elizabeth line, trains reach Canary Wharf in about 8 minutes, Liverpool Street in about 15, Tottenham Court Road in about 21 and Bond Street in about 23. Heathrow is about 55 minutes away on the same line. London City Airport is about 5 minutes on the DLR from Woolwich Arsenal. Times are approximate and vary with the time of day.

Does buying property in Woolwich give me the right to live in the UK?+

No. The UK has no visa or residence route linked to buying property. Owning a home and immigration status are separate matters, and the old Tier 1 Investor visa closed in February 2022. People who want to live in the UK need a work, study, family or business visa, and should speak to a regulated immigration adviser.

What taxes does an overseas buyer pay on a flat in Woolwich?+

On completion you pay Stamp Duty Land Tax. If you already own a home anywhere in the world, the rates on every band are 5 points higher, and a buyer who is not UK resident pays another 2 points on top. Each year the flat carries council tax set by the Royal Borough of Greenwich, plus the building's service charge. Rent is taxed in the UK, usually through the Non-Resident Landlord Scheme. When you sell, a non-resident pays UK capital gains tax and must report the sale within 60 days, and a London flat always falls within UK inheritance tax. Take advice from a UK tax adviser on your own position.

Can I let a Woolwich flat as a holiday let?+

Only within limits. Anywhere in Greater London, a home can be let for short stays for up to 90 nights a year without planning permission; beyond that you need permission from the council. Many leases and buy-to-let mortgages forbid short lets altogether, so check the lease of the specific flat first. Ordinary long lets follow the Renters' Rights Act, under which tenancies have been periodic since 1 May 2026.

Which part of Woolwich should I look at?+

Most new flats are at Royal Arsenal Riverside, between the town centre and the Thames. This is the part to look at if you want the Elizabeth line at your door, river views, the residents' club and a finished, landscaped setting with shops and a park. The town centre around General Gordon Square and Powis Street is busier and more mixed, with new schemes such as Woolwich Exchange still to come. Up the hill, the streets around Woolwich Common are older and quieter, with period houses rather than new apartment buildings.
