About the project

CityZen Central Park is a district rather than a building: four residential blocks, A to D, gathered around a courtyard, and a 42-storey tower designed by Zaha Hadid Architects standing apart from them on the avenue. IG Development is building it where Vake meets Saburtalo, on the corner of University Street and Tamarashvili Avenue.

The courtyard is the argument for the whole scheme. It runs to 23,000 m², no car enters it, and it was laid out around the 250 mature trees that were already on the site rather than cleared and replanted. Inside it are a lake, a Japanese garden, a bike lane, a sports pitch and the cafes and restaurants at the foot of the blocks. The territory is gated, and a concierge, security, housekeeping, gardening and technical staff work around the clock. Residents run all of it from the CityZen app: an electronic key, guest entry, fault reports, callouts and service requests.

The tower rises 160.5 metres over a podium of shops, offices and terraces, and its floors are stacked by use: retail and offices below, 120 serviced apartments run by an international operator, then the residences. The developer counts 28,213 m² of residential space, 9,103 m² of serviced apartments, 9,189 m² of offices, 5,888 m² of retail and 3,759 m² of infrastructure. The drawings for floors 18 to 40 show 310 apartments between 57.1 m² and 144 m², thirteen on each even floor and fourteen on each odd one, with the largest homes taking the north-east corner. Buyers choose between four interiors drawn for the tower by the Georgian designers Nino Arziani and Nino Mshvelidze: Art Deco, Classica, Luxury and Minimalism. The project is aiming for LEED Gold certification.

Be precise about what arrives with the keys, because the developer’s specification is a closed list. Included: walls painted or panelled, plasterboard ceilings, laminate, wood or porcelain-stoneware floors, bathrooms tiled and fitted with ceramics, mixers and a shower, kitchen cabinetry with a sink and taps, centralised heating and cooling, recessed spot lighting, switches and sockets, entrance and internal doors with locks, aluminium windows and doors around the perimeter, and a balcony finished in porcelain stoneware with a glass balustrade. Ceilings are 2.70 and 2.90 metres. Not included, and named as not included: every kitchen appliance, smart lighting and heating systems, wardrobes, beds, sofas, curtains and chandeliers. The interiors in the renders are furnished; the apartment is not.

The address does the rest. Tamarashvili and University put the district onto Kazbegi, Vaja-Pshavela and Kakutsa Cholokashvili avenues without crossing the city, Central Park is across Tamarashvili, and Delisi metro and City Mall are both about ten minutes on foot. Vake Park is a little over a kilometre away.

The residential blocks are sold with no down payment, 70% through construction and 30% after it, and the developer’s 2024 schedule puts their handover in December 2026. The tower is sold on 10% down with the balance running to handover, and TBC Bank and Bank of Georgia both lend against it. Ask us for the tower’s confirmed handover date and we will get it from the developer in writing.

The developer

IG Development
A listed Tbilisi landlord since 2010, now building a Zaha Hadid tower
IG Development Georgia has been building and running Tbilisi retail since 2010, and its residential arm is building CityZen Central Park. The commercial business is the part a buyer can check: four completed retail and office assets, 79,804 m² of net leasable area at 97.6% average occupancy and around 380 tenants, and both Tbilisi malls full. Unusually for a Georgian developer, the parent is a publicly reporting bond issuer listed on the Georgian Stock Exchange and supervised by the National Bank of Georgia, so its audited numbers are on the record. CityZen is what it built with that balance sheet: four residential blocks around a car-free courtyard, and a 42-storey tower that is Zaha Hadid Architects' first project in Georgia.

About Tbilisi

Georgia's capital — old-town heritage meets a year-round rental market.

Tbilisi is Georgia's capital and largest city, home to roughly 1.2 million people on the banks of the Mtkvari river — the country's seat of government, its business and tourism hub, and a fast-maturing property market. Unlike the seasonal Black Sea coast, Tbilisi runs on year-round demand: a deep long-let market fed by expatriates, students, a relocation wave since 2022 and a large digital-nomad community, plus a busy Airbnb scene concentrated in the historic Old Town. For foreign buyers the terms mirror the rest of Georgia — 100% freehold ownership for any nationality, no residency requirement to buy, fast title registration and a flat 5% tax on residential rental income. Prices average roughly USD 1,300–1,500 per m² citywide, with prime districts well above that, and a qualifying purchase from USD 150,000 opens a renewable residence permit. Tbilisi International Airport connects the city non-stop to dozens of destinations across Europe, the Middle East and Asia.
