Knowledge Oasis Muscat

Knowledge Oasis Muscat is Oman's first technology park, established in 2003 and owned and operated by Madayn — the Public Establishment for Industrial Estates, the state body created in 1993 that runs Oman's industrial cities. KOM is one of them, and Madayn describes it as its technology arm. Its mandate is to build Oman into a knowledge-driven economy: attracting multinationals, SMEs and start-ups in technology, and strengthening the link between academia and business. The park spans 759,566 square metres and is a full member of the International Association of Science Parks.

KOM sits at Al Rusayl, in the Wilayat of Al Seeb, Muscat Governorate — the western end of the Muscat conurbation rather than the capital's historic core. The Muscat Expressway (N1) runs within about 2.5 km. By road, Al Rusayl Industrial City is roughly 10 minutes, Al Khoud and Sultan Qaboos University about 13, Al Seeb and Muscat International Airport around 20, and central Muscat (Ruwi and Muttrah) about 45. The Ministry of Transport, Communications and IT put a Muscat Expressway expansion out for award in early 2026, targeting the Rusayl and Al Khoud bottlenecks.

KOM is an ICT and digital-services cluster. Oman Data Park has been resident since 2011, and Business Gateways, Takatuf Petrofac Oman and Oman Broadband are among the occupiers of a district now home to more than 100 companies and institutions. Middle East College, founded in 2002 and affiliated to Coventry University, is the park's higher-education anchor, with more than 4,200 students on campus. Madayn also runs a start-up incubation programme at KOM, offering subsidised offices, utilities and business support to early-stage Omani technology companies.

Madayn has a live capital programme inside the park. The KOM International School occupies a 43,000 sqm site, was more than 95% complete in April 2026 and opens for the 2026/2027 academic year. A 1.5 MW solar plant was 40% complete and is due in September 2026. A multi-storey car park for about 1,500 vehicles — with 7,000 sqm of offices and 1,500 sqm of commercial space — is being built by Oman National Engineering and Investment Company for delivery in 2027. Investment Building No. 7, mixing offices and retail, was 55% complete for the first quarter of 2027, and Building No. 2 is being refurbished.

Two Wujha Development projects. Central 7 is Oman's first Tier-1 office building: more than 24,000 sqm across seven office floors and a ground-floor commercial strip, applied for LEED Gold, with 4-metre clear heights, eight high-speed lifts, fibre throughout and more than 2,000 parking spaces — designed for roughly 30% lower energy consumption than industry standard. As of April 2026 its third-floor slab was complete and the fourth floor's columns and shear walls were done. Uptown Muscat is a 100,000 sqm residential community launched in 2024, first phase IVY, with foundations complete in April 2026.

They are two different assets. Central 7 is the commercial play — flexible single- to multi-tenant floors, a childcare centre and a curated retail strip beneath it, sold freehold with lifetime residency. Uptown Muscat is residential: layouts from one-bedroom apartments to four-bedroom duplexes, delivered semi-furnished with air conditioning and kitchen appliances, around a clubhouse, pool, health club, cinema and parks. At Uptown Muscat, ownership additionally brings eligibility for Omani residency, inheritance rights for future generations, and access to a driving licence, local banking and health insurance.
