Jeddah

Jeddah is Saudi Arabia's second city and its Red Sea port, and it has always been the country's most outward-facing place: the arrival point for pilgrims travelling on to Makkah and Madinah, and a trading city long before it was a tourist one. That history is why it reads differently from Riyadh to a buyer. Riyadh is the institutional capital and its demand comes from government and employers; Jeddah's comes from the coast, the events calendar and a resident population used to foreigners.

For a non-Saudi buyer the practical number is 57: the count of approved zones in Jeddah where foreign ownership is permitted under the law in force since 22 January 2026, including Jeddah Central. Ownership is not city-wide, and it takes effect on registration in the Real Estate Registry rather than on signature.

Where Jeddah sits.

Jeddah runs north to south along the coast, and the through-routes run the same way. King Abdulaziz Road is the spine of the northern city and carries most of the newer residential and commercial development, including the DarGlobal schemes; a tunnel beneath it is planned. King Abdulaziz International Airport sits at the north-eastern edge, which is why the northern districts are the ones with a twelve-minute airport run while the historic centre is closer to half an hour.

Jeddah has no operating metro. The Haramain High Speed Railway connects the city to Makkah and Madinah from its own station, but movement inside Jeddah is by road, so a project's position on the main north-south routes matters more here than proximity to any transit line.

Can a foreigner buy property in Jeddah?+

Yes, inside an approved zone. The Law of Real Estate Ownership by Non-Saudis has been in force since 22 January 2026, and the geographic zones document published on 23 June 2026 lists 57 zones in Jeddah, including Jeddah Central. Ownership is not city-wide, and each zone carries its own permitted ownership percentage and right types, which REGA publishes.

When does the property actually become mine?+

On registration in the Real Estate Registry, not on signing the contract and not on paying. This is the single most important procedural difference from markets where signature transfers risk.

What does buying cost on top of the price?+

The Real Estate Transaction Tax is 5% of the transaction value, administered by ZATCA, and VAT at 15% applies to the services around the deal such as brokerage, legal work and valuation rather than to the transfer itself. Closing costs typically land between 6% and 9% where the buyer carries the main items. Palmera charges the buyer nothing.

How do I apply as a non-resident?+

Residents holding a Saudi residency permit apply through the Saudi Properties platform. Non-residents start the process through a Saudi embassy or consulate.

Riyadh or Jeddah?+

They are different bets. Riyadh is the capital, the Expo 2030 host and the centre of the national capex cycle, with demand from employers and government. Jeddah is coastal, has the longer event calendar through 2034, and is where branded and waterfront stock concentrates. Riyadh has 9 approved zones to Jeddah's 57.
