wasl is a real-estate company owned by the Government of Dubai, operating under the Dubai Real Estate Corporation (DREC). Formed in 2008 by merging the Dubai Development Board and the Real Estate Department, it manages one of the city's largest portfolios — 50,000+ residential and commercial properties — while running a freehold development arm that launches homes for sale in prime districts such as Wasl 1, Wasl Gate, Al Kifaf and Jumeirah Golf Estates.
One of the most diversified real-estate portfolios in Dubai. Unlike Emaar or DAMAC — which primarily sell new units — wasl also directly owns and leases tens of thousands of homes across established neighbourhoods (Deira, Bur Dubai, Al Karama, Jumeirah). Its freehold launches are concentrated in well-connected, metro-served districts.
wasl operates on two fronts — it owns and leases an established rental portfolio of 50,000+ homes and commercial units, and it develops new freehold projects for sale. Because it is government-owned, counterparty and non-delivery risk is effectively nil.
Over 17 years (since 2008). 50,000+ properties under management, plus a growing freehold sales pipeline
Backed by the Government of Dubai through the Dubai Real Estate Corporation. Recurring income from 50,000+ leased properties provides a deep, stable cash base that funds new development. Financial risk is very low.
wasl is a multi-purpose developer, not tied to one design language. Its freehold launches favour metro-served, park-anchored districts (Wasl Gate at Energy Metro, Al Kifaf at a Red+Green interchange, Avenue Park Towers by Max Metro), and recent villa launches at Jumeirah Golf Estates push it upmarket. Important for buyers: the vast 50,000+ portfolio is mostly wasl's own leasehold rental stock and is not for sale — what an investor can buy is the freehold development arm's projects in designated freehold areas.
Construction-linked plans are standard — commonly 60/40, 50/50 or 40/60, with booking deposits of around 10-20%. Individual launches (e.g. Avenue Park Towers) publish their own schedules.

wasl is owned by the Government of Dubai, operating under the Dubai Real Estate Corporation (DREC). It was formed in 2008 by merging two public bodies — the Dubai Development Board and the Real Estate Department — to consolidate and manage the government's property holdings.
Current freehold launches include Avenue Park Towers and Nine Collective at Wasl 1, Boulevard Park at Wasl Gate, and villa communities such as Cedarwood and Ashwood Estates at Jumeirah Golf Estates. They range from studios and apartments to 4-6 bedroom villas.
Yes — wasl's development arm sells freehold homes in designated freehold areas (Wasl 1, Wasl Gate, Al Kifaf, Jumeirah Golf Estates), and expatriates can buy them outright. Note that the bulk of wasl's 50,000+ portfolio is its own rental stock, which is leased rather than sold.
For risk-averse buyers, yes. Its main strengths are government ownership (near-zero delivery risk), enormous scale, and prime, metro-served locations. The honest trade-offs: it carries less brand hype than Emaar or DAMAC, its off-plan pipeline is smaller, and only the freehold arm is actually buyable.
Construction-linked plans are standard — typically 60/40, 50/50 or 40/60, with a booking deposit of around 10-20% and the balance paid across construction milestones and handover. Each launch publishes its own schedule.
wasl's freehold communities are concentrated in Wasl 1 and Al Kifaf (Sheikh Zayed Road / Zabeel Park), Wasl Gate (Energy Metro), and Jumeirah Golf Estates. These sit within designated freehold zones that are open to foreign ownership.
All three are government-linked Dubai developers. wasl sits under the Dubai Real Estate Corporation and combines a huge rental portfolio with freehold development. Dubai Properties and Nakheel (both under Dubai Holding) are primarily freehold master-developers. wasl is the most rental-portfolio-heavy of the three.
wasl directly owns and leases tens of thousands of homes and manages them in-house across whole districts. If you buy in one of its freehold communities, your landlord neighbour is a professional, government-owned operator — though letting your own unit remains your decision.
Wasl Gate is a master mixed-use community at Energy Metro Station on Sheikh Zayed Road, blending residential, retail (Wasl Vita Mall) and leisure. Several phases are already delivered, and new freehold homes such as Boulevard Park are being added around a large central park.
wasl entered Dubai's freehold sector in 2014, beginning with the Hyatt Regency Creek Heights, and has since expanded into freehold residential communities for sale across Wasl 1, Al Kifaf, Wasl Gate and Jumeirah Golf Estates.
