East Bali under Mount Agung: white-sand coves, dive villages and the island's mother temple.

Karangasem

Karangasem is Bali's eastern regency, the country around Mount Agung, which at 3,031 m is the highest point on the island. Its seat is Amlapura and about 540,000 people live here, almost all of them Balinese Hindus. The coast runs from the ferry port of Padangbai past Candidasa to the dive villages of Amed and Tulamben. Between Candidasa and Amlapura, in Perasi, lies Virgin Beach (Pantai Pasir Putih), a white-sand cove that has stayed far quieter than the beaches of the south. Inland are Pura Besakih on the slopes of the volcano, the water palaces of Tirta Gangga and Ujung, and Tenganan, a Bali Aga village that keeps its old customs. Life here is slower and the airport is about two hours away. Foreigners cannot hold freehold land in Indonesia: they buy on a leasehold from an Indonesian owner or take a registered Hak Pakai title.

CONNECTIVITY

Where Karangasem sits.

Times above are from Virgin Beach. From the airport the usual route takes the Ngurah Rai bypass and then the Prof. Dr. Ida Bagus Mantra road along the east coast, past Klungkung and Padangbai, to Candidasa and Amlapura. There is no toll road on this side of the island. Candidasa is about 20 minutes from Virgin Beach, Ubud about an hour and three quarters and Kuta about two hours. The road down to the beach from the main road is winding.

Metro & transport

No rail
Bali has no metro or urban rail, and none is under construction. In Karangasem people get around by car and scooter. Taxis and ride-hailing cars are hard to find near Virgin Beach, so most residents keep their own transport. Padangbai has ferries to Lembar on Lombok and boats to the Gili Islands.

THE DATA

The numbers. No fluff.

Karangasem sees far less building than the south of Bali. New projects are few and sit along the coast, around Candidasa, Virgin Beach and Amed, and the people who buy here want the sea, the volcano and quiet rather than nightlife or a short run to the airport. Three rules apply here as everywhere on the island. A foreigner holds a leasehold or a Hak Pakai title, never freehold. Since 2026 a Bali regulation limits turning productive farmland into commercial plots and bans nominee ownership, so the zoning of the land under any project needs checking. And letting to holidaymakers is a licensed business: from August 2026 unlicensed listings have been taken off the booking platforms. Prices in Indonesia must by law be quoted and paid in rupiah, even where a developer shows US dollars.

IS IT RIGHT FOR YOU?

Who Karangasem suits best.

A strong fit if you're…
  • Buyers who want a quiet beach: Virgin Beach is a white-sand cove well away from the crowds of the south, with Candidasa twenty minutes along the coast
  • Divers and snorkellers: the USAT Liberty wreck at Tulamben lies about 25 m from the shore, and the islets off Candidasa are within easy reach
  • People drawn to Balinese culture: Besakih, Tenganan and the water palaces of Tirta Gangga and Ujung are all in the regency
Look elsewhere if you want…
  • A short trip to the airport: Ngurah Rai is about two hours away, and there is no toll road or rail on this side of the island
  • Cafés, shops and services on the doorstep: the busy towns and most of the island's services are in the south
  • No volcanic risk at all: Mount Agung is active, and its eruption of November 2017 closed Ngurah Rai airport

GOOD TO KNOW

Common questions about Karangasem.

Can a foreigner buy property in Karangasem?+

Yes, but not freehold. Hak Milik, Indonesian freehold, is for Indonesian citizens only. Most foreign buyers in Bali take a leasehold: a contract with the Indonesian landowner, usually for 25 to 30 years, signed as a notarial deed. An extension exists only if the contract says so, ideally at a price or formula fixed at the start. The other route is Hak Pakai, a registered right of use that a foreign individual with valid immigration documents can hold. On privately owned land it runs for up to 30 years and is renewed only by a new deed that the owner agrees to. For Hak Pakai the minimum price for a foreign buyer in Bali is IDR 5 billion for a house and IDR 2 billion for an apartment. Never use a nominee, an Indonesian name holding the title for you: such arrangements are void, and a 2026 Bali regulation bans them.

How far is Karangasem from the airport?+

About two hours from Virgin Beach to Ngurah Rai International Airport, depending on traffic. The road follows the Ngurah Rai bypass and then the east coast road past Padangbai and Candidasa. Ubud is about an hour and three quarters away and Candidasa about twenty minutes. There is no toll road or rail in east Bali, and taxis are scarce near the beach, so most residents drive.

What is daily life like around Virgin Beach?+

Quiet. The beach itself has a handful of warungs and cafés and rows of day beds, and the water is calm and clear on most days, though waves can rise quickly with the tide. For restaurants and dive shops people go to Candidasa, and for shops, markets and the public hospital to Amlapura, the regency seat. BaliMed has a private hospital in Bebandem. The larger private hospitals are in Denpasar and Sanur, about two hours away.

Does buying property in Karangasem give me a visa?+

No. Indonesia grants no visa for buying a villa on a leasehold. The Second Home Visa asks for at least US$130,000 held in a state-owned Indonesian bank or, on the official terms, the purchase of an apartment worth at least US$1 million. It gives a stay permit of up to five years, extendable to ten. Check the current rules with an immigration adviser before you plan around them.

Can I let my property to holidaymakers?+

Only through a licensed business. Short stays count as an accommodation business that needs a business number (NIB) with the right activity code through the national OSS system, plus a tax number, and guests pay a regional hotel tax of up to 10%. In practice a foreign owner lets through a licensed Indonesian operator or through their own foreign-owned company (PT PMA). From August 2026 unlicensed listings have been removed from the large booking platforms, so ask any developer how the building will be licensed before you buy.

What costs come on top of the price?+

It depends on the title. For a registered title such as Hak Pakai or a strata apartment, the buyer pays acquisition duty (BPHTB) of up to 5%, and the land deed official charges no more than 1% of the value in the deed. Land and building tax (PBB) runs at up to 0.5% a year of the assessed value; under a lease, who pays it is set by the contract. A new home bought from a VAT-registered developer carries VAT at an effective 11%. Prices and payments inside Indonesia must be in rupiah. Rates are set partly by each regency, so confirm them with your notary.

Which projects does Palmera have in Karangasem?+

Salt of Virgin Beach by Big Waves Development: an oceanfront hotel complex of 84 rooms on Virgin Beach, with views of the sea and Mount Agung. The homes on sale are one-bedroom apartments and duplexes, and the complex has its own restaurants, a rooftop, a spa, a children's playroom and a diving centre. Current prices and terms are on the project page.
