Tabanan

Tabanan is the regency west of Badung, running from about 35 km of black-sand coast up to Mount Batukaru and Lake Bratan at Bedugul. Some 478,000 people live here, and the regency is known across Bali as its paddy barn: the rice terraces of Jatiluwih belong to the subak landscape that UNESCO listed in 2012. The coast holds Tanah Lot, the sea temple on a rock that you reach on foot at low tide, and the beaches of Nyanyi and Kedungu. Just inland from Canggu and Seseh lie farming villages such as Kaba-Kaba, where small villa complexes now stand between the rice fields. Life is slower and greener than in Canggu, a short drive away. Foreigners cannot hold freehold land in Indonesia: they buy on a leasehold from an Indonesian owner or take a registered Hak Pakai title.

CONNECTIVITY

Where Tabanan sits.

Tabanan town is about 30 km by road from Ngurah Rai airport, which in practice means around an hour. The main road from Denpasar runs west through Mengwi and Kediri, past Tabanan town, towards Gilimanuk and the ferry to Java. A Gilimanuk to Mengwi toll road through the regency has been planned for years but is not built: the government aims to re-tender it by the end of 2026, with operation targeted for 2031. In the south, villages such as Kaba-Kaba sit about a quarter of an hour from Seseh Beach, close to the Canggu coast.

Drive times

Seseh Beach, from Kaba-Kaba~13 min

Metro & transport

No rail
Bali has no metro or urban rail, and none is under construction. Tabanan is a car and scooter regency: distances between villages are short, but the roads are narrow and public transport is thin.

THE DATA

The numbers. No fluff.

Tabanan is where Bali's building has spread west from Canggu. The coast near Nyanyi and Kedungu and the villages just inland, such as Kaba-Kaba, now have villa complexes and resort projects, while most of the regency is still farmland. The people who buy here want rice fields and space within reach of Canggu's cafés and schools, and are content with a quieter, more Balinese daily life. Farmland rules matter more in Tabanan than almost anywhere on the island. The regency itself limits star-rated hotels to protect its fields; since September 2025 Bali's governor has halted commercial building on productive land and water catchments; and a provincial regulation of 2026 limits farmland conversion and bans nominee ownership. Before you buy, check the zoning of the plot, the building approval (PBG) and, for a finished building, the certificate of function (SLF). Letting to holidaymakers is a licensed business, and from August 2026 unlicensed listings have been removed from the booking platforms. Prices in Indonesia must by law be quoted and paid in rupiah.

GOOD TO KNOW

Common questions about Tabanan.

Can a foreigner buy property in Tabanan?+

Yes, but not freehold. Hak Milik, Indonesian freehold, is for Indonesian citizens only. Most foreign buyers in Bali take a leasehold: a contract with the Indonesian landowner, usually for 25 to 30 years, signed as a notarial deed, with an extension only if the contract provides for it. The other route is Hak Pakai, a registered right of use that a foreign individual with valid immigration documents can hold. On privately owned land it runs for up to 30 years and is renewed only by a new deed the owner agrees to, and in Bali the minimum price for a foreign buyer is IDR 5 billion for a house and IDR 2 billion for an apartment. Never put land in an Indonesian nominee's name: such arrangements are void, and a 2026 Bali regulation bans them.

Where is Tabanan and how far is it from the airport?+

West of Badung, on Bali's south-west coast. Tabanan town is about 30 km by road from Ngurah Rai airport, around an hour in normal traffic. The south of the regency borders the Canggu coast: Kaba-Kaba, for example, is about 13 minutes from Seseh Beach. Tanah Lot lies about 13 km south of Tabanan town and 20 km north-west of Denpasar.

Can new villas be built on Tabanan's rice fields?+

Only where the zoning allows. Tabanan is Bali's main rice regency and its subak landscape is UNESCO listed. The regency limits star-rated hotels to protect farmland, Bali's governor halted commercial building on productive land and water catchments in September 2025, and a provincial regulation signed in February 2026 limits farmland conversion. Land in an agricultural zone cannot lawfully take a villa. For any project, check the zoning, the building approval (PBG) issued before construction and, once finished, the certificate of function (SLF).

What is daily life like in Tabanan?+

Quieter and more rural than Canggu. Villages keep their temples, ceremonies and rice fields, and the coast is black sand with surf at Nyanyi and Kedungu. Tabanan town has markets, shops and the regency's state hospital. For cafés, supermarkets, international schools and private hospitals most residents of the south drive into Canggu, Kuta or Denpasar. In the north, Jatiluwih and Bedugul are cooler hill country of terraces and lakes.

Can I let my villa to holidaymakers?+

Only through a licensed business. Short stays count as an accommodation business that needs a business number (NIB) with the right activity code through the national OSS system, plus a tax number, and guests pay a regional hotel tax of up to 10%. A foreign owner usually lets through a licensed Indonesian operator or through their own foreign-owned company (PT PMA). From August 2026 unlicensed listings have been removed from the large booking platforms, so ask the developer how the property will be licensed.

Does buying property in Tabanan give me a visa?+

No. Indonesia grants no visa for buying a villa on a leasehold. The Second Home Visa asks for at least US$130,000 held in a state-owned Indonesian bank or, on the official terms, the purchase of an apartment worth at least US$1 million, and gives a stay permit of up to five years, extendable to ten.

Which projects does Palmera have in Tabanan?+

Predmet.Cascade by Predmet, a complex of 16 villas in Kaba-Kaba whose terraced design takes its cue from the rice fields around it. It is about 13 minutes from Seseh Beach and next to the developer's Predmet.Kabakaba resort, whose bar, restaurant and infinity pool residents can use. Palmera also lists projects in Kedungu and Nyanyi, which have their own area pages. Current prices and terms are on each project page.
